Part I
Preamble
(1.1) Our History
The guild community was devastated by the wake of Legio Praetoria. Competition between guilds was unhealthy and toxic, and this started to tear the community apart. Allegiances determined your friends, and they also determined your enemies. Trust was major a issue, and many friends lost connections due to rivalries and tensions between their guilds. A couple of guilds took note of this and decided to take some action.
The Kingdom of Foxes and Imperial already had exceptionally strong relations, and they planned to keep it that way. So on June 2, 2015 (a date chosen in honour of the Foxes’ 1-year anniversary) the two guilds came together to form the Valkyrie Alliance.
Lightly Toasted Heroes would later join officially on December 12, 2015. Then, similar to the collapse of Legio Praetoria, the Holders of LE and HaHaUnited would eventually join on March 18, 2016, following the collapse of Ordo Malleus.
(1.2) Our Mission
WE THE VALKYRIE are determined . . .
1. to keep member-guilds free from the scourge of hyper-competition;
2. to promote and consolidate friendly and cooperative relations between one-another;
3. to act as the beacon of maturity and professionalism for all guilds in the community; and
4. to be the centre for harmonizing the actions of our guilds to attain these goals.

Part II
Structural Organization
(2.1) Entrance Process
Guilds are accepted into the alliance once they can meet the following criteria:
* They are accepting of the Valkyrie Constitution and are willing to follow through with its goals.
* They have good relations with member-guilds and show probable prospect of permanence.
* They have been given the unanimous support of the Valkyrie Parliament.
(2.2) Institutions

Valkyrie Commission
* Comprises select Electresses of usually senior member-guilds
* Has exclusive jurisdiction over the interpretation of the Constitution
* May unilaterally make amendments to the Constitution
* Has exclusive jurisdiction over the removal of membership status of certain member-guilds
* Conclusion of Directorate decisions requires unanimous consent*
* Comprises the Electresses of all member-guilds
* Acts as the main deliberative assembly and usually has jurisdiction over general Valkyrie affairs
* Has exclusive jurisdiction over the entrance of a guild into the Alliance
* Has exclusive jurisdiction over the conclusion of foreign affairs* of any member-guild
* Conclusion of Parliament decisions requires unanimous consent*
* Comprises Executrices appointed by the Parliament
* Acts as the executive branch of the Alliance and has the responsibility of executing and enforcing any policies or initiatives
* Is subject to the Parliament
FYI: Defining Foreign Affairs
Being a member-guild of the Valkyrie Alliance means forfeiting the power to conclude foreign affairs to the Alliance. This means a member-guild must first consult the Parliament before doing certain things such as: creating a new alliance with another guild, giving support to another guild, hosting a public-purpose event, or other things alike. The purpose of this clause was to ensure all member-guilds are aware of each other's intentions and operations; to ensure no member-guild is acting in ways that would possibly harm the relations established for the alliance.
FYI: Defining Unanimous Consent
Both the Directorate and the Parliament require unanimous consent in order to conclude a decisions. However, this does not necessarily mean there must be unanimous participation. It is possible for an Agreement to only apply to certain and not all member-guilds; however, this Agreement must gain the approval of all Electresses and Electors in their respective assemblies. Consider this example: Imperial wishes to be allied with Historical, the Kingdom of Foxes does not want to be allied with Historical, however both the Kingdom of Foxes and Imperial have agreed that Imperial may be allied with Historical.
Notes on the Culture of the Valkyrie Government
It is demanded that there be a shroud of secrecy around the operations and intentions of the Valkyrie Alliance; we should maintain our image of being a ‘shady alliance’. We’ve always approached our problems indirectly, never attracting too much attention to ourselves. I like to see ourselves as like an invisible hand.

FYI: Shared Code of Conduct Agreement
The Shared Code of Conduct Agreement (SCCA) is an pledge, and show of trust, from a member-guild to enforce at least a common set of rules; this is to reinforce and consolidate the alliance’s reputation as one that is both professional and mature.
Being a part of the SCCA is optional.
The Shared Code of Conduct expects its members to:
* Be respectful to all players, including our enemies;
* Avoid defending the guild or the alliance if insulted—turn the other cheek (Being defensive and starting an argument only does more damage);
* Maintain an acceptable level of maturity; not be annoying nor do anything irresponsible.
FYI: Shared Borders and Admission Process Agreement
Inspired by the European Union’s Schengen Area, the Shared Borders and Admission Process Agreement (SBAA) is an agreement between two or more guilds to easily allow their members to transfer between one-another; this is to encourage alliance-wide membership and not just guild exclusivity.
Being a part of the SBAA is optional.
The Shared Admission Process or common application process demands that all applicants reach one the following minimum requirements:
* Lv. 50 or above;
* 2 hours online or more per day; and
* Has a Skype account (unless given reasonable pardon by the guild leader)
OR
* Is a significant, well-reputable, or talented member of the community.
In order for a member of an SBAA-guild to transfer to another and take advantage of the Shared Borders, they simply need to notify both guild leaders and gain their consent. This will bypass the need to re-apply in order to transfer.
